Integrate the build of pythonqt into the build of the module.

What is improved by the feature?

PythonQT as a qmake project is hard to build. No binaries are provided only. Hence, it is a hassle to build the python module and its dependencies.

By integrating the pythonqt build into the python module, it can be made much easier to build the module.

Current workarounds

We are using a prebuild version of pythonqt.
