Mark @Katstodian as code owner of LWRP and SG change logs (#2322)

@Katstodian needs to be added as a reviewer for changes to the LWRP and SG change logs, but this is sometimes forgotten. This PR adds her as a code owner for those files, which will require her to approve any change to the file before a merge can happen.
