CI: add timeout-minutes caps to every job in every workflow #293

Open

Description

@dezren39

No job in any workflow in this repo sets timeout-minutes, so a hung job runs to the GitHub default of 360 minutes. This is not theoretical: the id workflow has averaged 116 minutes per PR (max 137) partly because the hanging LogSync test (#241) burns its leg's full budget instead of failing fast, and #292 tracks splitting that workflow.

Task: add an explicit timeout-minutes to EVERY job in EVERY workflow file under .github/workflows/, sized per job from observed healthy durations (typical run + generous headroom — a cap should catch hangs, never kill a healthy build). Where a job calls a reusable workflow, cap the caller job.

Already being fixed immediately (separate PRs, do not duplicate): id-check.yml jobs (60 min) and the mcpx.yml build job (30 min). This issue covers everything else in the repo.

Acceptance: grep -L "timeout-minutes" .github/workflows/*.yml shows no job-bearing workflow without caps; a deliberately hung step in a test PR dies at its cap.
