  1. feat: add cchk.toml as the org-level base config for inherit_from 

    This cchk.toml serves as the shared base configuration that other
repositories can inherit via their own cchk.toml:

  inherit_from = "github:commit-check/.github:cchk.toml"

Local settings in each repo's config override the inherited values.
