The prebuilds user should be excluded from quota limitations. We should still calculate the quota and display it in the build, but the limit should not be enforced.

When a user claims a prebuild workspace, the actual quota usage of that prebuild should be checked against their limits before the claim process is started to avoid failed claims due to quota limits.
