Not waiting for devicecensus.exe to finish #3

In testing this, I noticed the function RunCensus always seems to end with the message "Warning : Census did not run correctly....".

It appears the way it's executed with "& $censusExe" doesn't wait until it's finished, so the registry keys/variables it sets aren't updated in time for it to be validated. ($runCounterAfter and $endTime)

Changing that line to something like: "Start-Process -FilePath $censusExe -Wait -NoNewWindow" gets around it.
