Use a pluggable name generator for supporting national languages in @changesets/cli #2052

Not all teams work exclusively in English and this can be a sensitive topic in some government related work, so it’d be nice if we could configure different name generators for non-English languages.

An option in the .changeset/config.json file would be perfect.
