problem

when hard power-off a KVM host

• it does not work in ACS 4.22.1.0, host is determined as Disconnected, and changed to Alert state

• it works with ACS 4.22.0.0, host is determined as Down, and changed to Down state. HA works are created for VMs with HA enabled.

• it works with ACS 4.22.1.0 but KVM Host HA code improvements #13088 is reverted
