Many people open issues here, without reading the README, to report bugs or ask questions related to the packages when that isn't correct.

We should add an issue template which does the following

• Provides another warning not to open library bugs or post questions here and provides them with links to the proper URLs
• Has a template similar to these templates to make transferring issues more practical
