Add OpenAI/Azure-OpenAI (gpt-5.6-terra) and Gemini (gemini-3.1-pro-preview)
model routes so a non-Claude model runs through the same Claude Code SDK path,
firing the native Skill tool to measure skill-activation reliability. Pin
litellm[proxy]==1.95.0 + fastapi==0.140.0 to stop the proxy import breaking on
fastapi's get_flat_dependant removal.
