Enable the repaired locale caching regression
The exact patched native interpreter passes the existing locale flag and compiled-pattern tests and unexpectedly passes locale caching. Remove only the obsolete expected-failure decorator; preserve all canonical assertions and platform skips. Assisted-by: OpenAI Codex:model identifier unavailable
