Summary of the new feature/enhancement

Some of the tooltips used for tab completion are stored as simple strings instead of using string resources that can be localized. This should be changed.

The following is a list of places where I know it's a problem, but we should look through the rest of the completion code as well:

• The "Requires" statement completion
• The Help keyword completion (not yet implemented, but will be after: Add comment help keyword completion #15337 )
