This should do something like override the IPythonService and make it always/sometimes return that jupyter is not runnable (actually figure out what cases normally cause a problem)

Then from the interactiveWindow, try to run a cell. Test should verify that the installer was launched (mock the installer too).

This could probably be done in the interactiveWindow.function.test.tsx.
