Windows Multiroot tests on Azdo CI takes around 40 minutes

We cannot have a timeout of 30m if Windows Tests take over 30 minutes!!
Mac & Linux complete in around 6-8 minutes.
Windows 40 minutes!!!!!!!!!!!!!!!!!!
