Algorithm Description:

When working on #3210 , I noticed that the epoch coordinate in the bgrates dataset, and CDF, is not a coordinate of any of the variables in the dataset. The variables all have a single esa_step coordinate. I don't know all the details of this data product, but it should probably have a single epoch value and all the variables should have dimensions: (epoch, esa_step).
