Modification of 0.26.0 release that tightened the bounds on some package versions (see #3579). No code changes were in this release.

In particular:

• google-cloud-datastore tightened from >= 1.1.0, < 2.0dev to ~= 1.1
• google-cloud-error-reporting tightened from ~= 0.25 to >= 0.25.1, < 0.26dev (version 0.25.0 had over-broad bound for google-cloud-logging)
• google-cloud-logging tightened from >= 1.1.0, < 2.0dev to ~= 1.1
• google-cloud-storage tightened from >= 1.2.0, < 2.0dev to ~= 1.2
