We have a clang-format file, but it's not being enforced

• Apply clang-tidy-19 to existing chaiscript files
• Add this workflow to this project: https://github.com/cpp-best-practices/cmake_template/blob/main/.github/workflows/auto-clang-format.yml to enforce for the future
